Energy efficiency is key to lowering consumers’ energy bills and achieving the EU’s climate and decarbonisation goals. Yet progress remains slow, with too few home renovations and cleaner heating solutions still unaffordable for many households.

In response to the European Commission’s call for evidence on the energy efficiency framework for the decade ahead, BEUC – The European Consumer Organisation – highlights what is needed to ensure consumers can truly benefit from the energy transition: clear guidance, tailored financial support, and stronger protection for vulnerable consumers.

This document presents BEUC’s recommendations to make energy efficiency more accessible, affordable, and effective. It focuses on improving consumer rights and protections, increasing renovation rates, accelerating the switch to renewable heating, and ensuring all consumers—especially those in vulnerable situations—can enjoy healthier, more comfortable, and cost-efficient homes.
