Plug-in Hybrid Electric Vehicles: an out of reach option for second-hand consumers

Consumers currently face a shortage of affordable vehicle options on the market and are compelled to purchase second-hand.
Therefore, EU policies must focus on incentivising the supply of used Battery Electric Vehicles (BEVs), which are cheaper to buy, to run and to maintain, but whose availability is still insufficient, especially in the small segment.
In this context, the promotion of Plug-in Hybrid Electric Vehicles (PHEVs) misleads consumers into thinking they offer the “best of both worlds” between combustion engines and fully electric vehicles.
In reality, however, PHEVs are large and expensive vehicles tailored for a limited audience, primarily corporate drivers. Our new research clearly shows that they are nowhere near as affordable an option as BEVs for second-hand consumers.
