In December 2015, the Commission proposed new rules on the sale of 1) digital content and 2) online sale of tangible goods. These proposals replace an earlier attempt by the Commission to create a Common European Sales Law, which BEUC was opposed to and which has now been ditched. BEUC wants to ensure these new rules provide a high level of consumer protection.

For the sale of digital content, consumers should be allowed to fully exploit the potential of e-commerce, new technologies and new business models with legal certainty.

We remain sceptical as to the rules for tangible goods bought online, which would lower the standard of consumer protection in many Member States. We also want to make sure consumer rights are the same regardless of whether the purchase is made online or offline.
